State of the HIV Epidemic in New York 2023

Newly released 2023 HIV Surveillance, PrEP utilization, and ETE Metrics data now available on the ETE Dashboard
The ETE Dashboard is now updated with newly released 2023 HIV-related data, offering a comprehensive view of the current state of the HIV epidemic across New York State. Here are some key highlights from this year's data release:
In 2023, New York State saw a continued increase in the use of Pre-Exposure Prophylaxis (PrEP), a critical tool in preventing HIV transmission. There were 55,891 total PrEP users statewide, a 10.5% increase from 2022. 13,514 of these users were Medicaid-insured, an 8.7% increase among Medicaid recipients from the previous year.
However, disparities in PrEP use remain evident. Men account for 79% of new HIV diagnoses, while representing 93% of PrEP users. Conversely, women make up 21% of new diagnoses, while only accounting for 7% of annual PrEP users. Racial/ethnic disparities are also notable, with Black and Hispanic/Latinx New Yorkers underrepresented among PrEP users relative to their share of new diagnoses.
In 2023, 2,515 people were newly diagnosed with HIV in New York State. Of these, 79% were linked to care within 30 days, and 58% achieved viral suppression within three months. Racial/ethnic disparities in new diagnoses are stark. Black and Hispanic/Latinx New Yorkers, who make up 14.7% and 19.5% of the state population respectively, account for 39% and 37% of all new HIV diagnoses. This disproportionate burden extends to care outcomes, with Black New Yorkers having the lowest rates of viral suppression within three months of diagnosis at 54% compared to White and Hispanic New Yorkers at 61%.
An estimated 112,300 New Yorkers are living with HIV, with 94% aware of their status. Of the 105,447 New Yorkers living with diagnosed HIV, 89% are in care, and 80% have achieved viral suppression. These figures highlight the importance of continuous care and treatment adherence.
Disparities in HIV Among Women
As of 2023, there are 28,580 women living with diagnosed HIV in New York State. Black and Hispanic women make up 87% of this population, with Black women accounting for 58% and Hispanic women 28%. Despite overall improvements, Black women continue to have the lowest rates of viral suppression among all women living with HIV at 79% compared with 83% and 84% for White and Hispanic women, respectively.
